This is the first advocacy group for special needs children. The CEC is one of the largest special education advocacy groups. This group ensures that children with special needs receive FAPE.

The NARC was formed by 23 different groups that came together as one to advocate for these students. The NARC consisted of over 200,000 members and helped with litigation and making sure all parts of the judicial process were met.

Allows protection from discrimination of special needs and disabilities. This law is considered the first law giving protection to students with special needs. This law includes FAPE and LRE. Students are eligible with a mental or physical disability.

This act made sure that students with disabilities would be educated in public schools. EAHCA provided free education for children 3-21, supplemental services and least restricted environment.
