Congress passed a tax on Whiskey in March 1791 to pay off the federal debt. No one liked the tax, because they felt like they were taxing them for something they made. Soon, the people were starting fights over the tax. People didn't want to pay the taxes.

This treaty fixed problems between the U.S and Britain, that could of lea to war. The British had to pay for the damages and they had to abandon their northwestern territory. It wasn't popular in the United States, because the citizens didn't want to punish the Britain more.

When the Native Americans and United States fought in the Northwest Territory because of the U.s expansion. The British gave the Native Americans a lot of supplies but with the 5 years experience of fighting, the U.S won. It gave claim to the Native American land in the Northwest Territory.

Spain was in control of the port on New Orleans, the closed it to the United States, so U.S couldn't transport goods to Mississippi to places in the east, and overseas. This damaged the American economy. This treaty, reopened the port and it was a success.
