The French Revolution was a rebellion of French people against their king in 1789. Some Americans were worried about the French Revolution's violent riots. Revolutionaries shocked many Americans by killing King Louis XVI in January 1793 and Queen Marie-Antoinette later that year.

The Whiskey Rebellion was a tax protest in the United States beginning in 1791, during the presidency of George Washington. Farmers who used their leftover grain and corn in the form of whiskey as a medium of exchange were forced to pay a new tax. George Washington organized an army of 13,000 and marched to western Pennsylvania to end the rebellion. The farmers parted and Washington, by his actions, showed when a tax was forced through legislative action, it had to be paid.

In 1792, Washington gave command of the army in the West to General Anthony Wayne. His task was to bring troops to the frontier to fight against the Indians. In 1793, General Wayne arrived in Ohio and many of his men where ill from small pox. In 1794, Native American groups attacked a supply train near the fort. Wayne and his men responded. They attacked Native American towns and burned crops.

People in the western area were selfish about the tax. The farmers corn crops were often made into whiskey, which was easier to transport than corn. Whiskey became like money because cash was so rare. Farmers believed that they should be able to keep the money they created themselves.

Edmond Genet asked American sailors to help France fight England by commanding privateers. Washington told Genet that using American privateers violated U.S. neutrality. Jefferson wanted the French revolutionaries to succeed. Hamilton was pro-British. He hoped to strengthen trading ties with Britain. Jefferson then decided to resign from Washington's cabinet in 1793.

The Neutrality Proclamation was issued by Washington in order to deal with the situation created by the friction that existed among those Americans who sided with the British and those who were in favor of the French in the wars between those two countries.

Protesters refused to pay the tax. Some called themselves the new Sons of Liberty. Events of violence spread to other states. President Washington was scared that the rebels threatened the federal government's authority. Washington led the army in military action against the rebellion.The Whiskey Rebellion ended without a battle.

Native Americans fought Wayne's troops in the Battle of Fallen Timbers and were beat. The battle was named for an area where a lot of trees had been destroyed by a tornado. The strength of Indian forces in the region was broken. In 1795, Native American leaders signed the Treaty of Greenville, which gave the United States claim to most Indian lands in the Northwest Territory. In exchange, Native Americans got $20,000 worth of goods and more.

The Jay Treaty was a treaty between the United States and Great Britian and concerned many issues left over from the American Revolution. It was signed November 1794 but was put into effect in 1796. Most of the treaty expired in ten years and a replacement treaty was met with opposition. It was also known as Jay's Treaty, The British Treaty and Treaty of London 1794.

Americans continued to settle the Northwest Territory even though Native Americans' protests. Native Americans went to war. In 1790, a Native American alliance under the command of Miami chief Little Turtle beat U.S. forces under General Josiah Harmar. Then in 1791, the Native Americans beat General Arthur St. Clair's troops.

The Pinckney's Treaty was an agreement between Spain and the Unites States.The treaty granted Americans the privilege of tax-free deposit at New Orleans. Each side agreed to restrain Indians within its borders from attacks on the other. The treaty was negotiated by Thomas Pinckney for the United States and Manuel de Godoy for Spain.
