It was created to require riding establishments to be registered with the local council, the council will take into consideration the suitability of the applicant, the accommodation and pasture, provisions for health, welfare and exercise, precautions against disease and fire and the suitability of horses for the purpose of being kept.
It is enforced by local councils and UK police.

Penalties include Imprisonment of up to 3 months, a fine not exceeding £25.00 or both.
It was amended in 1970 and is still in use alongside the Animal Welfare Act 2006.
