Representatives from Austria, France, Great Britain, Prussia, and Russia met in an effort to stabilize Europe. They redrew the European map to surround France with strong countries. The Principle of Legitimacy was also enforced so that someone like Napoleon could not rise to power again. They also had the Concert of Europe, which was a meeting of European leaders to address their concerns. Finally, they enforced the Balance of Power, in which was the idea that if one state gains, then another must be compensated.
