This was the meeting of the "three estates" of French society (the nobility, clergy,and peasantry) to try and solve the issues troubling the nation. The government was in debt because of their involvement in a number of wars and they had a couple years of crop failure. Conflict arose when the three states couldn't decide on how to vote. If each estate were to vote individually then the First and Second Estates could outvote the third state two to one. The Third Estate decided to form a National Assembly and write a constitution.
