One of the few greatest Byzantine Emperors was Justinian I, and his wife Theodora, had went to a (very popular at the time) chariot race. As the fans behavior was wild, Justinian arrested a fan, causing every fan to go WILD, since this was their normal behavior. The first impact this had a negative effect on the Byzantine Empire, it was when the fans rioted against Justinian, saying that they'd fight him. The second impact this had was pretty good, Justinian's wife had convinced him to make everything okay again, and he agreed with her. The third impact this had was Justinian had rebuild his city all the people 'ruined,' he had built hospitals, a WHOLE CHURCH, and many more. In conclusion, he had gone down in history (which is what he wanted) to be a good ruler.
