Question: Explain why and how the role of the federal government changed as a result of the Civil War with respect to race relations, westward expansion, and economic development during the period 1861–1877. Thesis: Following the disaster of the Civil War, the United States found itself in a power struggle between the President and the legislature. Congress had great power and was able to overrule the President multiple times, even attempting to impeach him in order to secure relations between southern whites and black freedmen, spread economic corruption, and continue to expand westward with the creation of the transcontinental railroad.
