Led by Elizabeth Deakin, IURD will provide technical assistance, advice, and independent evaluation of both the City and campus plans (Task 6a and 6b of the UC Berkeley VPPP scope).
Assistance in identifying key issues concerning campus parking prices and regulations and their impacts on parking utilization rates by different user groups, capacity problems, spillover problems, and other issues that may require campus attention
Parking data collection and evaluation before and after implementation of new information and pricing policies
IURD will also assist in the following tasks that are a part of the grant, with direct assistance from faculty to support pricing and design solutions. These will be led by Elizabeth Deakin and William Riggs.
Assistance in developing a plan for pricing various types of parking by time of day, location, special user group (reserved parking), etc. to be coupled with design and testing of incentives for reducing parking demand)
IURD faculty members Raja Sengupta and Joan Walker will lead the development and deployment of technology options for parking management that will provide real time occupancy data and the ability to vary pricing by time of day and location. This technology should gathers usage information on an individual level and clarify enforcement. All equipment should be provided for within the budget or the ensuing RFP which should not exceed $250,000.
Public feed disseminating information & individual payment + monitoring
Assistance with education, marketing issues for parking management and commute alternatives. This could include market-based or social incentive campaigns and also front-end use interface development. The budget for this item provide could range from $50,000 - $75,000 with the remainder dedicated to providing transit incentives as a part of the grant.
