2/28 ANSWER - no red flags at this time / hesitant because he is not sure we are air tight on what we are asking -- this was discussed and mitigated -- got confirmation that the 3/15 goal is still the next checkpoint target

Missing the date is not an option as other dominoes will fall out of line in June and jeopardize project completion
