Drafting and signing off the "Amendment Letter"

The Amendment Letter to the existing RIICE Agreement between MAFF and SDC should stipulate the conditions of the extension from May 2017 to December 2017 (with an expected no-cost extension until January to finish the Main Wet Season results).

Key elements of the Amendment Letter:
A. Reasoning of the extension for further technology testing
B. Preparation of use of data within the Ministry in areas/functions to be defined
C. Trust-building prior to long-term use after 2018

Components of the Letter:
1. Adapted Activity Plan
2. Revised Budget (taking into account reduced field work)
3. Outlook to phase III agreement, explaining the SDC phase out and the MAFF phase in with regards to cost share

SC Meeting ("Annual Review Meeting")

March 10, 2017

During the Cambodian RIICE Annual Review Meeting, decision need to be taken on:

  1. financial phase-out during phase III and the expected phase-in of MAFF funding and
  2. content of the Amendement Letter to extend the existing agreement until Dec. 2017

Negotiate a Phase III RIICE Agreement

Approx. May 1, 2017 - August 31, 2017

The phase III SDC-MAFF MoU shall express the clear intent of MAFF to implement a satellite-based rice information system for Cambodia (CAMRIS), based on the research and development of such a system under SDC-funded RIICE.

MAFF shall commit phase-in of financial support to demonstrate their ownership

Conditional upon MAFF co-funding, SDC will commit to fund research for CAMRIS worth up to USD 60,000 in 2018. (The payment details shall be set forth in a separate agreement that might include CARDI if necessary.)

GIZ will support all parties that the data is being used for insurance purposes. A project document to be agreed upon between DPS, GIZ and SDC shall set forth the operational details.

Timing to be discussed, as it could also be February 1st to cover the Main Wet Season in full. New name should express stronger Cambodian ownership (and not denote a foreign donor-led project).
