The first meeting to establish a European Federation --> nations had to give a sovereignty for a general
--> result: Council of Europe ("only" intergovernmental organisation) the EUF had actually hoped for much more NOT confederation

Federal Republic of Germany

French established IAR (?) --> to control Germany

Schuman Plan for Coal and Steal ( ECSC)

- for Germany --> to be established and accepted in Europe again
IAR was given up

Fr, It, Ger, Benelux joined and Treaty in force
Germany could be a country again --> Ruhr area given back to Germany but still connection and control over German coal

EDC failed --> Italy and Ger became members to Brussels Treaty to the WEU

really began to work in 1960 --> was established because of coal shortage when it began to really work this shortage was not significant anymore
