Panamanians rose up in rebellion in November 1903, the U.S helped Panama declare its independence. A treaty was signed that granted the United States rights to operate the canal once built. The U.S also agreed to guarantee the independence of Panama. According to Remini (2008), the canal would allow the United States to move its fleet to protect its Pacific and Asian possessions.
