Publish List of Persistently Lowest Achieving Schools

Section 2503-B ( c ):
Based upon data for the most recent school year for which data are available, publish on the department's publicly accessible internet website and in the PA Bulletin, a list of Persistently Lowest Achieving ("PLA") Schools that will be in effect for the following school year.
For each year after the initial 2011-2012 year, publish the list of persistently lowest achieving schools on February 1st.

Notices re: Opportunity Scholarships

Section 2503-B ( d ):
Provide notice to all residents of the school district with school-aged children re: (1) description of the opportunity scholarship program (2) instructions for applying or opportunity scholarship; (3) instructions for applying for local scholarship; (4) statement on whether district schools are designated as PLA; (5) obligation of parents to directly contact non-resident public school or participating non-public school.
For each year after the initial 2011-2012 year, provide notices re: opportunity scholarships on March 1st.

Applications are pursuant to Board guidelines.
After initial 2011-2012 year, applications are submitted by April 1st.

Application to Non-resident Public School

By July 15, 2011 the parent of a low-income child who is awarded a scholarship may apply for enrollment in one or more non-resident public schools.
After the initial 2011-2012 year, application must be completed by June 1st.
Application is on a form provided by the non-resident school district.

Notification of Acceptance - Enrollment Offer

Section 2504-B ( d ) (2):
Within 10 days of receipt of the offer of enrollment, the parent must notify the Education Opportunity Board, the resident school district and the non-resident school district whether the offer of enrollment will be accepted.

By June 1, 2011 and by April 1 of each year thereafter, a non-public school that wishes to enroll scholarship recipients must certify to the Education Opportunity Board that it satisfies the definition of "Participating Non-public School."

By August 1, 2011 a participating non-public school provides written confirmation to the Education Opportunity Board [parents aren't mentioned] of each opportunity scholarship recipient whose application for enrollment has been accepted for the next school year.

By August 1, 2011 and by July 1st of each year thereafter, the participating non-public school notifies the Board of each scholarship recipient whose application for enrollment is accepted.
